ALBANY COUNTY AND RENSSELAER COUNTY, N.Y. -- The Albany County Legislature has passed a budget for 2013. Lawmakers passed their version of a spending plan by a 29 to 10 vote.

It calls for 7.6 percent tax increase, down from the 8.9 percent proposed by County Executive Dan McCoy. The legislature also voted to override the state's two percent property tax cap by a 27 to 12 vote.

Monday’s meeting did not include a vote on a proposed contract with a private company that wants to run Albany County Nursing Home. Privatizing the facility has been a major sticking point in budget negotiations.

The Rensselaer County Legislature also passed its 2013 budget. It passed by a 13 to 4 margin. It comes with a 1.25 percent tax increase, which is under the state's property tax cap.
