It was a roller coaster kind of night in the 21st Congressional District. As results were rolling in, incumbent Bill Owens and challenger Matt Doheny kept taking the lead from each other, but as some of the final numbers came in, the ride stopped. NORTH COUNTRY, N.Y. -- Bill Owens will return to Washington for two more years. The democrat squeaked by Republican Matt Doheny in a rematch in the 21st Congressional District.

The vote was close, with Owens coming out on top by about 5,500 votes with 98 percent of precincts reporting. Despite the tight race, Doheny called Owens to concede around midnight.

"I think the country's been through enough. I think this district's been through enough. We've had three tough races in the last four years. That's why I just said 'this probably is the way it's going to end up.' I'm sure the numbers will tighten and narrow, but that's why I called Congressman Owens and I congratulated him and said it's time to go forward," Doheny said.

Owens said, "It's an honor to represent each and every one of you in Congress. I will continue to do that, literally, from the ground up as we work to make sure that we're doing the right things to bring the middle class up because ultimately that's what's going to bring the entire country forward in the next four years."
