After the grand jury cleared officers of any wrong doing in the shooting of Michael Lembhard, the Newburgh City Council helds its first meeting since they were reinstated. The Lembhard family took the opportunity to spread their message about the decision outside of city hall. John Wagner has more.

NEWBURGH, N.Y. -- The family of Michael Lembhard vented their frustrations as a Newburgh City Council meeting turned into a screaming match.

As has now been the case for several meetings in a row, the Lembhard family filled rows of seats, some taking turns at the mic to say it would be an outrage if the cops involved in Michael Lembhard’s death ever get a chance to patrol the streets of Newburgh again. This all comes in response to last week’s grand jury ruling that the police actions were justified out of self defense.

Newburgh’s police chief put the two officers who shot and killed Lembhard in March back on duty, starting with desk jobs inside police headquarters.

Because they won't face any charges, the Lembhard family lawyer says the family plans to file a civil suit against the city in the next month.

Mayor Judy Kennedy said the city would not comment on the Lembhard civil lawsuit and that it’s strictly up to the police chief where officers are assigned. But she is planning to launch a workplace investigation by an independent party to make sure officers are following correct procedures.
