NEWBURGH, N.Y. -- The Newburgh City Council will hold a reguarly scheduled meeting tonight, and the issue of Michael Lembhard's death is expected to take center stage during the public comment period.

Lembhard was shot and killed by Newburgh police last month. Officers said he lunged at them with a knife, but his family said the use of force was unjust.

Since his death, a number of protests and public hearings have been held. Most recently, civil rights attorney Michael Sussman held a public hearing over the weekend. From the meeting came a number of suggestions for restoring trust in the city's police department.

“There has to be recommendations both made and implemented in order to deal with improvements that will hopefully start bridging this great divide,” said Sussman.

Sussman proposed creating youth programs throughout the city, installing video surveillance on patrol cars, and implementing a community policing model where officers are more directly involved with local residents.
